Yes you can probably get away with 1.4A, especially if you use the minimum reservoir capacitance you can get away with.
My current plan is to wire two 12a_7 tubes all from the same 12V off the CT.
You mean run them off AC rather than DC? Yes, that would take a lot of strain off the PT if you don't have any hum problem. You could also wire them in series and run the string right across the PT secondary, instead of using the CT. That would use both halves of the secondary equally. Same with the 12K5s.
A further option is to put both 12A_7 tubes in series and run them off the LM317, reconfiguring it for 25V instead of 28V.
