At a first glance It looks like the issue might be right around the beginning of your power section. The voltages dropped across your B+ chain seem reasonable when compared to the schematic except between B+1 and B+2, basically the choke area.

Try putting in the rectifier, take measurements, add the input tube, take measurements, add the next tube and so on. When you see the huge drop in voltages your getting close to the problem. It could be a bad tube or an incorrect resistor etc.
